The Puerto Rico Shipping Association Negotiating Committee negotiates the industry contracts with the Council of Unions of the ILA/UTM for all ports in Puerto Rico.  This includes six Local Unions for all ports, Checkers and Foremen.  As President of the Negotiating Committee I was instrumental in restructuring the Union contracts and establishing new rules for grievances that still are in effect.  I actually get involved with contract negotiations as a member of the committee.

Mr. Miguel Ayala, Senior Vice President of Luis A. Ayala Colón Sucrs., Inc. has chaired the Negotiating Committee. The National Maritime Safety Association work with OSHA in the revisions of is rules & regulations.  Also is involved with the Homeland Security implementation on the waterfront.  This composed of all the Shipping Associations of the USA. The National Waterfront Employee Association is an organization that is composed of the Stevedoring and Container Terminals of the USA.  It works with the implementation of the Harbor Workers Act,  Homeland Security, US Coast Guard, US Customs, ICHCA, National Rodability Act and all related maters to the stevedoring and terminal operations.
